I...I feel so dirty posting this, but Billy's preference was actually revealed in canon. One of the fan-favorite episodes, 'Power Ranger Punks', has Billy and Kimberly turned into bullies by Baboo's magic potion. As part of his new 'bad-boy' look, Billy wears his pants with his underwear hanging out.

Plaid blue boxers. No high-quality screencaps of this episode exist ( :( ), but you can check it out if you want. Upon being cured, the first thing Billy does is pull his pants back up. It's adorable.

Here is a crude screencap showing the outfit. (And for the record, I disagree with the secret. I'd hit it anytime ;) )

I think I'd avoid Billy in his punk style, actually. Just because his hair looks so gross. I like his fluffy hair :(

It doesn't look that bad in the episode, actually---but yeah, I love the fluffy hair too.

...If anything like this ever happens in-game, Paco's going to laugh himself sick at "bad Billy's" taste in clothing.

Punk Billy won't take that lying down. He'll probably make an amputee joke, because he's a total asshole like that. And that will ruin any chance Billy and Paco ever had of being on good terms.

((If you find that episode, be warned. The overacting on the part of David Yost and Amy Jo Johnson is really...bad. But funny bad. They're the worst punks ever, and kinda sound like Beavis and Butthead in places. But this is also the episode that made me start shipping Skull/Kimberly, so I have a certain fondness for it.))

I don't think Paco would hold comments made under mind-altering spells against Billy. Although he might tease Billy about it later, while he's being post-recovery mortified over it.
