The Character Expertise Ratings Meme
This meme's pretty simple. It represents the number of "dots" each character has put into a particular skill or was born with.
The categories are:
Mysticism/Magic: Your character's ability with magic, ghosts or other supernatural things.
Close Range Fighting: Your character's ability to fight at close range, with or without a weapon.
Long Range Fighting: Your character's ability to fight at long range, either with a gun, or natural abilities (such as the Force or Bending)
Piloting: Your character's ability to pilot or drive different craft.
Engineering/Hacking: Your character's facility with machines/computers, building, maintaining and modifying them.
Medicine: Pretty self explanatory
Survival: Your character's expertise at survival in a particular environment. The rating goes up if they can teach these skills to others and/or survive in multiple environments. Conversely it goes down if they are so adapted to one environment that they have trouble functioning in others (IE Lafiel's trouble with gravity or Sheeana's with water). Note the environment if the rating is above civilian.
Diplomacy/Politics: Your character's ability with interpersonal, national, international and interspecies politics. Includes both characters who have good skills in the social arena (IE have high CAR ratings) and those who are experts in sociopolitical theory.

Close Range Fighting: Decently badass. Claws hurt, tail sting hurts and venom? Won't go there. And the whole...using pure emotion as a weapon. Yeah.
Long Range Fighting: Crippled. Aim? What means this?
Piloting: Crippled. You seriously don't want him driving anything. Trust me. The last USS Enterprise found that out the hard way despite the fact they chased off a bunch of Romulans.
Engineering/Hacking: Crippled. He'd sooner bite a computer, as perhaps witness with the nibblings of his omnicom.
Medicine: Somewhere between Badass and Expert given how he does it.
Survival: Expert. He's survived in various terrains and mostly, on his own.
Diplomacy/Politics: Crippled. If you say the word "Politics", he'll likely give you a "WTF?" chirp.

Close Range Fighting: Expert. Her Device has like four different weapon modes, and she can kick ass with all of them.
Long Range Fighting: Badass. She's very good at it, but not as good as, say, Nanoha or Hayate.
Piloting: Civilian. The most we see her drive is a badass sports car. :D;
Engineering/Hacking: Civilian.
Medicine: Civilian.
Survival: This... is hard to say. Since her job is to visit many different worlds to uphold the peace and all that jazz, I'd like to think she's been trained to prepare for anything. Buuuut we haven't seen any of her adventures on planets other than Earth and Mid-Childa, so I'll have to put Civilian. :V
Diplomacy/Politics: Civilian. Again, it's her job to uphold the peace so it's possible she knows some forms of diplomacy, but she's a soldier mostly, so yeah.

Close Range Fighting: Badass. He's gotten training from a guy named Karate Kid. While not an expert martial artist, he definitely can stand his own. The Legion, uh, fights a lot.
Long Range Fighting: Expert. With his forcefields, he's very formidable.
Piloting: Badass. While not an expert pilot, his good reflexes and ability to quickly calculate trajectories and acceleration make him a very good one. Plus, everyone in his time and universe has at least some piloting skills.
Engineering/Hacking: Expert. 12th-level intellect. 'Nuff said.
Medicine: Expert. He can't do EVERYTHING, as his expertise is primarily in mechanics, but he knows well more than the average doctor.
Survival: Crippled. If he was dumped in some horrible, difficult-to-survive-in city and told to survive, he'd be rockin' at it, and hack his way into having cash for a very sweet hotel, but otherwise...
Diplomacy/Politics: Crippled. Ooooooh, so crippled. The Legion kept him faaaar away from the diplomats.

Close Range Fighting: Expert. He's been trained by Superman, Guardian, and various other heroes on how to fight hand to hand, and has held his own plenty of times without powers. He's a bit crude, more a brawler than anything, but effective. And tough.
Long Range Fighting: Badass. TTK for the win. He needs to learn to hone it more, though.
Piloting: Civilian. He's a decent enough pilot and the super reflexes give him an edge, but he's never really trained at it.
Engineering/Hacking: Civilian. He's smart and he's got some tricks with the TTK helping him construct and deconstruct things, and also knows some basic auto mechanics and can fix a tractor, but he's not really an engineer.
Medicine: Badass. He's got about the same level of training as an EMT.
Survival: Badass. Kal and Guardian made sure he had some survival training.
Diplomacy/Politics: Civilian. Kon's not really a diplomat, but socially, he's pretty smooth, so he's not crippled, either.

Close Range Fighting: Expert. It's mostly defensive, though, but still, he's a slippery little thing.
Long Range Fighting: Expert. Master of all four elements, yo. He still has some stuff to learn, but he's pretty badass.
Piloting: Crippled. No planes or anything in his world.
Engineering/Hacking: Crippled. What is a computator? He does know how to use some of Stacy's tech, but only barely, and he has a lot of problems understanding it.
Medicine: Civilian. No training whatsoever, but he knows the common sense stuff like putting pressure on a wound and some basic first aid.
Survival: Expert. Like many people in his world, he does know how to survive in the wilderness, because, uh...that's what you do. Although, he doesn't hunt, but he knows how to find edible roots and stuff. It helps being a spirit of the planet and stuff, too. If you stuck him on some random hostile planet, he'd find places to sleep, find food, and be okay, fairly easily. He only has a bit of trouble with deserts.
Diplomacy/Politics: Badass. Aang doesn't always know the right things to say, but he is good at getting different groups of people to get along and bringing people together. Eventually, as he develops his skills, he'll be an expert. That's his jorb as Avatar. Kid stopped a hundred year long war, after all.

Mysticism/Magic: Badass. You'd be surprised, but the scarab is actually very good at analyzing magic and even disrupting it, which is probably why it passed as a magical artifact for so long. He also had a magical girlfriend back home, and hung with the Posse, so he does have some understanding of how magic works.
Close Range Fighting: Badass, but only barely. Jaime Reyes is not the best at hand to hand. If not for Peacemaker and some training with the Titans, he'd suck.
Long Range Fighting: Expert. Ion cannons. Oh yes.
Piloting: Badass. The suit is an expert at it, Jaime has some natural skill.
Engineering/Hacking: Jaime's just badass. Khaji's an expert.
Medicine: Badass. Jaime's the son of a nurse and knows basic first aid, and has read a LOT of medical textbooks.
Survival: Badass. His dad has taken him camping and such.
Diplomacy/Politics: Badass. Jaime's got a natural mind for manipulation and tactics, but hasn't honed his skills to expertise yet.

Piloting: Badass, maybe? He's piloted two different death machines, built new features into his own car, and seems to be able to drive just about anything. (Boats, cars, ATVs, Zords---and it's a flying car, mind.)

Medicine: Civilian.
Survival: Civilian. He never really roughed it out, and he's made some really stupid mistakes that could've had him and the team killed.
Diplomacy/Politics: Civilian. Trini and Jason are good at it, not him. He just tries to keep everyone happy and fails.

Long Range Fighting: Expert. Exploding playing cards count as a long range weapon, right?
Piloting: Badass. He's been shown to pilot some of the X-men jets, so I'm presuming he's at least a badass.
Engineering/Hacking: Civilian. He's not Hank.
Medicine: Badass. He's got some first aid training.
Survival: Expert. Gambit grew up surviving, so I'd say he's had quite a bit of real-world experience.
Diplomacy/Politics: Expert. Hypnotic charm definitely helps here.

Mysticism/Magic: Crippled. Smoke monster or no smoke monster, Sawyer has had NOOOOO training with any of this.
Close Range Fighting: Civilian. He can put up a fight but he's not exactly an army ranger.
Long Range Fighting: Civilian. Ditto. Sawyer can shoot and usually hit stuff but he's not a sniper and without his glasses...he can't exactly see all that great either.
Piloting: Civilian.
Engineering/Hacking: Civilian.
Medicine: Civilian.
Survival: Badass. The lack of the above abilities aside, Sawyer is actually pretty good at adapting to his environment and knowing how to get by while others are still trying to play by the same old rules.
Diplomacy/Politics: Expert. He's a con-man. Sawyer knows how to wheel-and-deal to get what he wants. He's good at reading people and knows how to manipulate them into doing things he needs or wants them to do. Even if he usually does come across as just a jerk.

Close Range Fighting: expert. Trained in the many martial art forms by Karate Kid (as were many Legionnaires) as well as training from being a Precommando, with an added bonus of her precogging, Nura will predict each and every move of yours, counter it, and, if she sees an opening, she will knock you out.
Long Range Fighting: civillian. While she does have training with blasters, Nura is more of a hands-on kinda girl. Her precogging will help trace and locate, but unless she can smash the enemy's head in with the butt of a blaster, she's only five points above average.
Piloting: civillian. Earth-Prime Legion operates on transmatters for their long-distance transportation needs. Their flight rings also play a big role in helping them move around at a faster, and more efficient, pace.
Engineering/Hacking: badass. Thanks to her training as a Precommando, Nura knows how to effectively hack and trace systems; she does enjoy inventions and putting things together (constantly fascinated by what Querl creates) and even once ordered Querl to build a machine at demand from a precognition.
Medicine: civillian. The future is an extremely high-tech time-frame. Medicals range from regrowing your teeth, arm, leg, and even repairing any bruises, cuts, or gashes by just hopping in a bio-repair bath for an hour or so. So Nura's skills are limited to covering a wound and putting some disinfectant on it.
Survival: crippled. Her precogging would allow her to track and navigate her away across a lone range, but since her ring is trackable, it is doubtful she'd ever really be stranded.
Diplomacy/Politics: civillian. Most, if not all of the Legion of Earth-Prime has some diplomacy skills - and Nura can be very sweet and persuasive - but unless you are Cosmic Boy or Brainiac 5, you are not really badass.
