Governor Hogan Bight and Dragonlord Crucible, it would appear that many other worlds do not have dragons with such abilities.

Such shape changing is common amongst the dragons of Krynn.

Indeed, it does tend to help in that regard. Also makes conversation a bit simpler when people don't have to crane their necks up just to talk.
