Seer finds Nanoha to be a rather useful individual, and he also both respects and pities her for her eternal optimism and relatively straight-line morality.
(The pitying part is mostly because he knows what the war with the Ohm will do to people like Nanoha)

Roxie is an extremely useful ally to Seer, and he finds her attitude towards what must be done rather refreshing (at least, amongst the crewmembers, it is. Back home, that's pretty much standard practice).
However, he also knows the danger she could represent if she decided to use her knowledge for ill purposes, and so intends to keep a close eye on her.

However, he views her as being far too naive for her own good. Even with her recent attempts at becoming stronger, he is concerned that she may be attempting to embrace her darker side a little too enthusiastically.
He is also watchful of any of the Benne Geserit, whom he doesn't particularly trust, and so watches over her initiation into the order with concern.

Also, he finds some amusement in annoying her by acting "wooooo~ mysterious!"

Mostly, however, he's worried that, like many of the younger members of the crew, the war with the Ohm will change Miku, and not for the better. He knows what war can do to young people, and despite his background, he doesn't really want to see that happen to anyone.

However, he also realizes that, if she were to choose to do so, she could be a grave threat, so he watches her carefully.
