Useful and powerful, perhaps, but there's a certain... lack of ability that makes Roxie feel disgruntled about Nanoha theoretically being in charge. To her, simply being able to destroy things isn't worth much (which is, the player will point out, ludicrously hypocritical given her own profession). She also feels like Nanoha simply hasn't done enough to impress the danger of the current situation upon the crew. If it weren't for the Nightmare King thing her opinion would probably be more positive, but there'd still be an unpleasant edge to it.

While we're being OOC, I'd probably note that it was more the mun not doing enough and not wanting to spam the comms XD BUT THAT IS A GOOD POINT
