Billy likes to think. Even if all your character did was ask him for a sock once, he probably thinks something about them. There's a CR list here with short answers for the people he talks to most often, but I will gladly go into more detail if asked, or if you have any specific questions about interactions.

Can you tell that I'm a glutton for tl;dr yet? (and that I'll probably be editing this post right up until someone replies? Oh, paid account, how I abuse you.)

From what little he knows of Nanoha, he thinks she's a skilled leader. Effective in disseminating information, compassionate, and strong in more ways than one.

He should really meet her again, huh?

Sheeana is...well, he thinks there must be something special about her because Katara's training under her.

He really doesn't like mind control, so the Voice thing scares him a little. Yet he saw firsthand in Baghdad that the Bene Gesserit can use their skills for the good of all, and he's grateful that she helped him with his fear, whatever her ulterior motives may have been.

So...respect tempered by fear.

Hahaha. It's kind of unnerving being . . . age-swapped, sort of, in respect to when Allen thought Billy was THE COOLEST, he was as much younger than Billy as Billy is younger than him now.

There's no one he'd rather have heading up Engineering with him. Privately, he's relieved that someone with a strong sense of altruism and moral fibre is his Engineering partner and wonders if Cybil, when she partnered them up, knew that altruism and moral fibre was not necessarily Allen's strongest suit . . .

oh, Allen, it's okay. You're cool anyway! But you've gotta be a good moral citizen when Trini's rallying you into saving the park every week.

Billy, outside of memes, still doesn't have the slightest clue that Allen watched his adventures on TV as a kid. Though that might change if the Riders blow the secret. For now, he just thinks Allen's friendly to other engineers---even if he still feels that the other man's instant interest in him was a little strange.

Outside of that, he admires the man's ability to get stuff done and his creativity. And privately, his taste in music. Billy is sloooowly being converted into a lover of music.

He gets the impression that she's earnestly trying to help. Fascination with deadly things that go boom doesn't really scare him anymore---it's a fixation that almost every engineer except him seems to have, and he's accepted it by now. Not that he doesn't keep working to ensure everyone's safety.

He wasn't offended at all when she suggested chaining evil-him up. It's a smart thing to do. Mostly, though, he wants to see her in person, like he does with the rest of the Engineering crew.

Billy knows Goliath's a thinker too. He'd be honored to pick his brain about different issues when there's a good time for it--that'd be nice, spending some time talking, meditating on stuff.

Aside from that, he thinks the gargoyle is a good influence on everyone else. And eventually when they have to get stuff done together? They'll be awesome?

Oh man, someone to talk philosophy with. Goliath would love that so much, you don't even know. Has he ever really had an intellectual buddy? Not that the other characters in canon aren't intelligent, but most of the ones who would theoretically be up for an in-depth discussion of literary technique or the Socratic method are his enemies in one way or another. Elisa is the closest thing he's had, but their conversations are much more strongly geared towards the ethos of modern society over the logos of blah blah blah.
