Crime? Where? We will annihilate it.

Billy is a human who bolsters Goliath's confidence in the species. Curious, intelligent, and to whom a lack of understanding about something means one should learn about it, not fear it. He's a good kid and Goliath wants to get to know him better.

Goliath finds Leon very unconsciously, very well-meaningly, very speciesist. But considering speciesism back on Earth was usually more along the lines of "that's a monster, shoot it!" instead of "Well, you're unusual, like everybody else here who's not human, so you'll fit right in," he considers Leon a step up, thinks very well of him for employing people not of his species in general, and likes him quite a lot.

He looks forward to getting to know him better and, most likely in the near-future, to agreeing to take orders from him as a member of Security. Getting to know him better is just a necessary formality that Goliath has to go through for the sake of his own conscience, since he's been duped by people he trusted up-front before. He needs a little evidence of honor and goodness now, but not much.
