TBH, he wasn't before he got gutted protecting Elisa, and the upgrade to bro-ness is not even because it was *Elisa* he was protecting specifically. Prior to that, Kang was this guy Goliath felt more comfortable hanging around than he did hanging around most of the mostly-human crew. They share a profession (war) and are both the only representatives of their (fairly similar) species on board, so there was always a certain sense of solidarity there.
Then Kang went and got gutted protecting a woman he'd met five minutes ago, on the principle that this woman was a friend of a friend, and now Goliath will lay down his life for the guy if he has to. He probably would have before just on principle, but now he will do it because they are BROS.
And this won't be out of obligation, or specifically because it was Elisa Kang risked his life for. It's the principle of the thing, that Kang is the sort of person who will defend even the friends of his friends just because that's what they are. Goliath is sincerely grateful that he knows at least one person whose honor he can genuinely count on. For someone who has been betrayed so many times, and who has learned the hard way not to assume that everybody's out to take care of each other instead of screw them over, this is extremely meaningful, and Kang is one of the few crew members he knows well enough to give his genuine respect and loyalty.

He doesn't yet have the feeling that Eva has some serious issues beneath the surface too, but he percieves that she's more interested in witty repartee than she is in deep emotional and philosophical discussions. While Goliath is normally emotional and philosophical to extreme degrees, presently he's emotionally overtaxed and suffering from a sense of social isolation, so the idea of unserious, relaxed social interaction with someone who shares his surface interest in literature is very appealing to him. Eva doesn't want to talk about the serious stuff? Great, becuase neither does he. They can remind each other that life isn't all clans getting killed and aliens taking over your body by distracting each other with Whitman and Shakespeare. Goliath likes this plan. It sounds relaxing.

They could become very sibling-ey, at this rate. Goliath had a handful of generational and social sisters prior to 99% of his clan getting murdered, so it's the sort of relationship he could fall back into.

Yeah.
He encourages Hiccup's use of the castle's library and his interest in expanding his worldview through reading. He'd sort of like to keep talking to the kid, maybe encourage him to read some philosophy, have some conversations about starting to think about the process of thinking about things . . . or will when he's in more of a state of mind to think about emotionally and intellectually investing himself in an individual person again.

Given that Goliath has always been fighting against sorcerers, not alongside them, Rhiow represents a potentially very good ally for him to have, and he thinks that they ought to continue fighting together, since their teamwork was decent that first time around.
He also sees her as a potential friend - someone he already knows and thinks well of, though he doesn't truly know her yet, and someone he'd like to make a good friend, regardless of their potential to be AWESOME CRIMEFIGHTING PARTNERS.
