She wants to be better friends with him because she feels like he'll be a powerful ally. She lacks size and opposable thumbs, he lacks magic. They make a pretty decent team.

She would love to see him as a wizard. She thinks he would be a good one - but he's so far out of his latency that it's unlikely he'd be offered the Ordeal now. Still, if she could pick one person to give Mastery to, it would be Sam.

She does recognize Katara's considerable skill with her own Mastery of waterbending, she just needs to grow a little farther into an adult - then she'll gain the wisdom to go with it.

Rhiow is fairly sure that there isn't anything they can't accomplish together. Between the two of them they probably know just about everyone on the ship, and if they join forces they could sway the majority opinion. Rhiow wouldn't use that power unless it was absolutely necessary, but she gets the feeling Kang wouldn't either.

His fears during the Nightmare King of falling to the evils in his world rang very true with her. At some point every wizard has to face the awful temptation of giving up their Mastery, or giving it over to the Lone One. Seeing him face that down with her help gave her courage. The fact that he honors the Powers (even if he does call them spirits) also makes her happy - it's good to have a kindred spirit on board.

Nanoha kind of confuses Rhiow - her magic doesn't work on any kind of physics Rhiow knows and it drives her nuts trying to figure it out, even after she's accepted that most people on the ship have magic that doesn't have to abide by physics. She's also a little jealous of what Nanoha has with Fate, because Rhiow knows she won't have the same thing. Overall she doesn't think Nanoha has a mean bone in her body and is glad to be in her department.
