Well, no. He's not that upset over B5's death, as he barely knew him at that point. But if he hadn't died, Julian and B5 probably would've ended up as bffs. Julian isn't happy unless he has someone to verbally spar with, and b5 is just enough of a prick to be a good sparring partner.

And yeah, that would have been fun, actually. It probably would have confused the hell out of B5 to start with until he figured out/was told that Julian didn't actually hate him, but then he could probably go with it.
Julian could always try 3boot Brainy, who's a mega-prick. :|

Julian thinks Tim is kind of broody, nerdy, and a bit lame, and wonders just why in the hell is Kon friends with this kid. Oddly, that just makes him curious, so he'll likely prod and kick at Tim, just to see what makes this kid tick.

In his head, Julian has filed away Katara as more of a little sister type person than anything else. This will eventually become problematic, however. Not because he thinks of her sexually, he doesn't. But because he doesn't, no one else is allowed to either. So I anticipate lots of arguing when he punts a certain monk clear across the ship for making googly eyes at Katara. Hell, he probably would've "LJDSDSFLJH WHAT THE HELL ARE YOU GO PUT SOME PANTS ON RIGHT NOW YOUNG LADY" had he seen her in Carol's outfit.
Beyond that, though, he's rather hesitant to get closer to her. Not because of anything she's done, though. He's keeping his relationships shallow, mostly as an unconscious defense mechanism since everyone he's cared about deeply has either died in front of him, or totally abandoned him (and the few who haven't done either got obliterated with his world). So if his relationships are meaningless, he won't care now when he loses them, by his logic. Problem is, Katara isn't the kind of girl you can have a shallow friendship with, though.
Not to say that they can't have fun (see snowball fight), but he'd rather not get too close too soon.
Still, there's a lot of common ground between mutants and benders, and there's plenty he could help her learn about her powers. Also, he cares, despite himself.
((tl;dr version: Katara is not allowed to have sex. With anyone. Ever. Julian says so.))

Until she can prove that she'll be around for the long haul, he's not going to get too attached to her, or show her a whole lot of respect. Otherwise she isn't worth the effort.
